OpenAI has added Pakistan to the countries where businesses can advertise in ChatGPT, opening a new paid channel for local brands while introducing a different kind of ad placement: one shown alongside an AI conversation. The change does not mean every Pakistani user will immediately see ads, and it does not mean paid messages determine ChatGPT’s answers.
In an announcement dated October 21, OpenAI said ChatGPT Ads were expanding to 26 additional countries, taking the total to 89. The company specifically included Pakistan among new markets in Asia, alongside Bangladesh and Cambodia. OpenAI says advertisers in these markets can use technology partners or self-service through Ads Manager.
What the new placement is—and is not
OpenAI’s current advertiser guide describes an ad as a labeled card below a ChatGPT response. It can include the advertiser’s name and logo, a headline, description, landing page and image. The platform says matching can consider the current conversation’s context and, if a user has personalized ads enabled, selected signals from their broader ChatGPT experience. Advertisers can provide topic or conversation hints, but OpenAI says those are not exact-match keywords and do not guarantee an ad will appear in a particular chat.
That is different from a sponsored answer. OpenAI says ads are separate from the assistant’s response and do not influence what it tells the user. It also says advertisers do not receive people’s conversations, chat histories or memories, and that campaign reporting is aggregated. These are the company’s stated product and privacy rules; advertisers should not treat a displayed ad as an endorsement by ChatGPT.
Pakistan is listed for advertiser self-service
OpenAI’s Ads Manager availability page currently lists Pakistan as available for self-service. The legal entity that advertises and receives the bill must be based in a listed country. Creating an account is not the same as having a campaign approved or delivering.
There is another onboarding detail for new self-service advertisers. OpenAI’s campaign setup guidance says some new accounts may initially advertise only in their home country. Access to other supported markets comes after identity verification is approved and the account meets a required level of advertising spend in its home country. OpenAI’s public help page does not specify that spend threshold. So a Pakistani business should not assume that setting another country in the campaign instantly makes an international campaign eligible.
Campaigns can be set up for views, clicks or supported conversion events. The platform’s billing documentation says advertisers may be charged by impressions or valid clicks, depending on the objective and eligible setup; it does not say advertisers pay only when a sale occurs. Its reporting guide lists metrics such as views, clicks, spend and conversions, and says static tracking parameters such as UTM tags can be added to landing-page links.
Users may not all see ads yet
The consumer experience is rolling out separately from advertiser access. OpenAI says ads may appear for people using Free and Go plans, but it is gradually rolling the test out to eligible users in select regions. The company has not said that all Pakistani accounts will receive ads at once. Its current help page says Plus, Pro, Business, Enterprise and Edu accounts will not have ads, and accounts identified as belonging to people under 18 will not receive them.
Free and Go users in regions where ads are available can manage ad personalization and clear ad-related data in Settings. OpenAI says turning personalization off does not necessarily remove ads; selection may still use the current chat context. That distinction matters because the company says conversations are not shared with advertisers, while also describing contextual matching within ChatGPT.
A measured first test for local businesses
For a Pakistani retailer, travel company, education provider or digital service, the new option may be worth evaluating if Ads Manager accepts the business and its creative under OpenAI’s policies. Before spending, choose one measurable goal, set a controlled test budget, and make sure the landing page works well on mobile and clearly explains the offer. Use campaign tracking links so visits from the placement can be distinguished from other traffic.
OpenAI’s published guidance says the new format is meant to reach people while they explore and compare options. That is the company’s description, not proof that a ChatGPT campaign will outperform search or social ads. No Pakistan-specific campaign performance figures were included in the announcement. Businesses should therefore compare actual qualified visits and conversions against their own existing channels rather than assume that conversational placement guarantees sales.
The development is notable because Pakistan is now on the advertiser availability list for a major AI platform. Whether it becomes a useful channel will depend on eligibility, local audience reach, clear measurement and the trust users place in a separation between helpful answers and paid promotion.
